Copying non-existant Placeholders

Hi All
I have a customer who has bought a Celerra NS 480 and is busy migrating File Server data to it .There are Placeholders on it that are successfully being recalled and then migrated by removing the RecallLimitMaxRecalls .The issue is there are also old Placeholders that reference an EV site that is in in the DR site and it not accessible .So these old Placeholders do not get copied by Robocopy .
All I want to do is move the old Placeholders between the 2 storage platforms ..but Robocopy doesn't work as the archive file is not actually accessible .FSAUtility doesn't work for the same reason
Any idea's if this can be achieved ...I don't think so but you never know :)

The old Placehlders can be accessed from the DR site ,a user logs a call and then that specific File or Files are restored using AE..these old Placeholders are not accessible in the live EV site but require an EV admin to send them to the user
The users are aware of this.When we migrate to the Celerra the old Placedholders won't be copied so the users won't know about about old data. That is why I want to copy the old Placeholders

fsautility -m should be able to move placeholders no recalling
Fsautility allows consolidation of file servers.
It should allow to move placeholders without recalling the files.
