creating a boot disk in ghost

I have crated a a boot disk using winpe this works fine using a USB 3.0. I then created a boot disk using a USB 2.0 device on a HP elitebook 2570p. The bios can detect the drive but when it trys to boot it says drive read error. I am using ghost 2.5

Did you add and select the appropriate Vista 32 bit drivers for the SATA chipset on your HP Elitebook, as WinPE in Ghost is based on the Vista 32 bit kernel and therefore has only limited SATA support built in.
