This issue has been solved. See solution.
I am installing the DS 6.9 SP1 on a clean Windows Server 2003 SP2 with 2 GB RAM and it hangs now for over 20 minutes on the last part: "creating PXE image, please wait".
Has anybody seen this and what is the resolution?

OK. After checking the Windows Application event log, it turned out that the SQL account used did not have enough rights to create the eXpress database.
After the SQL account was given right to create database on our remote SQL server, I reinstalled the DS successfully.
