Crypto API is not available

I am running pc Anywhere Version 12.0.3 Build 174 on my notebook with Windows XP Version 5.1 Service Pack 3. I am getting an error when I try to connect to the host computer. The error is, " Reducing remote's encryption level from Symmetric to pc Anywhere encoding. Crypto API is not available. The system cannot find the file specified." After this message it trys to connect and then tells me the connection could not be made. It never asks for my log in information. I have spoken to Symantec and they say it's a Windows issue. I've spoken to Microsoft and they say it is a Symantec issue. Can anyone help? It would be greatly appreciated.

What happens if you set both to pcanywhere encoding?
What happens if you set both to pcanywhere encoding? If your host is set to deny connection from lower then that would explain why the disconnect.
Not sure on how to fix the Microsoft crypto api issue. What if you log in as a new user on the remote machine? I have seen the microsoft user profile have corruption that causes problems for the encryption but limits it to only that profile. I don't know the real caus of this we moved on once we discovered that it was only effecting one profile not the entire machine. (may not help with pcA we had some other software that was using the crypto api)
