Like to view the index.dat files?  If that's what you mean, I have used one called WinSpy in the past.

If not, then I am not sure what you are referring to.

Are you referring to Dat viewer or Dev viwer

Click on any of the links and downlaod the dat viwer

    http://www.google.co.in/#hl=en&ei=x53XS7uWHpC3rAff4KW-Bw&sa=X&oi=spell&resnum=0&ct=result&cd=1&ved=0CAUQBSgA&q=DAT+Viewer+utility&spell=1&fp=af4d652bafc07db0

And if you are  want to get the device id , then you need the Dev Viewer

On the Symantec_Endpoint_Protection_11.0.XXXX.XXX_MRX_AllWin_EN_CD2.xxx you will find the TOOLS/NOSUPPORT/DEVVIEWER. Download the DevViewer.exe file.

DATViewer is an internal Symantec tool.

We generally don't hand it out, because it has the ability to decrypt and re-encrypt policy XML (which in the wrong hands would be a very bad thing).

If you need some policies converting, then please call support and we can do that for you.

Alternatively, post your client side serdef.dat here, and I will convert it for you.
