Default Patch Target Change

Is there a way to change the Default target used when a Patch policy is created? I know I can manually edit but is there a way to say always use this target collection instead of the default target they provide which is all computers with patch installed?

Default Patch Target can be specified on Windows Patch Remediation Settings Page, [Settings -> All Settings -> Software -> Patch Management -> Windows Settings -> Windows Patch Remediation Settings].
