Delegation in ServiceDesk 7

We are trying to get ServiceDesk 7 ready to go into production and are running into serveral problems that we are unable to solve. One is that the delegation feature is not working. I have set my account to delegate to someone else. So far I have not been able to get anything to delegate. I have created incidents with me as the primary contact and another with an incident assigned to me neither of which delegated to the other person. Am I misunderstanding how delegation is supposed to work or is this just not working? Has anyone else been able to delegate in SD 7 MR1? Any help or comments would be appreciated.

Where are you trying to use the deligation at? Can you upload a screen shot?
