Fernando is right - you can't just disable the radio using the switch on the side, you actually have to go into the BIOS and turn it off there.
I am having this problem as well, on DS 7.1 SP1 MR1 with Latitude E6420. It's failing on the Broadcom Wireless NIC. From other people's posts, I glean this problem was fixed in MR1. Unfortunately, my entire DriversDB folder blew up completely after upgrading to MR1 and I had to copy the drivers back into the folder using SP1's DriversDB folder. I have subsequently tried doing a repair of the entire Deployment Solution Suite, but this did not fix my DriversDB issue. In fact, as far as I could tell, no single file changed within the DriversDB folder structure.
How does one "repair" the DriversDB once it gets corrupted?
