Deployment Express Server

My Deployment Express Server service will not start. I get an Error 1053: "The service did not respond to the start or control request in a timely fashion." I'm trying to start the service on the "local computer." All other services are started without any issues.
DS 6.9 SP2
NS 6.0.6074 SP3 + R10
