Uhmm...well why not just manually create the .lnk file (or .url) file on your own computer, then use a "copy file" task/job to copy it to the C:\Documents and Settings\All Users\Desktop folder? If you're using a custom icon, you'll need to copy that to a "known" location as well (i.e. C:\windows) first, then copy the .url/.lnk file.
