Destop takes 3 mins to show icons after login.

We are running Symantec Antivirus 10.0.1.1007. After I log in, I see my background and then it sits with with just the background for 3 mintues and then eventually my icons all show up. If we remove symantec from the PC this stops. This only happens in XP and never happens in Windows 2000. Once they started migrating our company to XP every PC had this problem and still does. Also if I let it sit at the ctrl-alt-delete screen and walk away for 3 minutes or more then when I type in my userid and password it goes right to the desktop with icons. It's like it is looking for something for 3 minutes and after that you are fine. Also I've noticed that in every event log there is the following system error....
The Symantec Settings Manager service terminated with service-specific error 4294967295 (0xFFFFFFFF).
I've bugged our PC support dept over and over about this and they just dont seem to want to spend the time to fix it.
Any ideas of what I can try or ask them to try? I have local admin rights to this PC but cant stop or start the symantec service.

upgrade to 10.1.7
fix list between your version and 10.1.7 is long.
first thing i always recommend to customers is update, especially from such old version which have known vulnerabilities.
please check symantec KB for detailed info of fixes and changes

Thanks a lot. I looked through that and couldn't find anything specific to my problem. I did however just get off the phone with the guy in charge of all of our Symantec and he said they do know about this and that is NOT a problem. He told me what it is doing is a prescan of everything that is loading when windows starts and that we for a lack of better words have to live with it. Does that sound familiar to you or anybody? I mean at home I have NIS 2008 and my desktop is there right away. I know it's not the same but it just seems ridiculous to me.
I would do a scan of your computer and see what all services are starting up, sounds like there are services that are not necessary that are causing the issue
