Difference between Backup Exec database and catalog

What's the difference between the Backup Exec database and catalog? Isn't the catalog information stored in the database and if so why are there 2 data stores?

The BE database is for it to keep information on jobs, selection list, etc. When you define a job, it goes into the BE database which is based on SQL. The catalog stores information regarding backups. It keeps track of what are the resources, files, etc., that are backed up onto which media, tape or B2D folders. These information are stored in XML files.
