For a site to function, there must be at least one unconstrained package server that is assigned to it. Unconstrained package servers can download packages from the Notification Server computer or package servers outside of its site. Constrained package servers can only operate by downloading packages from other package servers within their site that have the packages available. You need an unconstrained package server to collect any required packages from outside the site. The unconstrained package server then makes the package available to all the constrained package servers within the site.
Each package server can be configured as constrained or unconstrained, overriding the default setting.
Anytime you need help with a setting go to help and select context. It will show you information relative to the page you're on. It has helped me on numerous occasions.

Ans ) Your server will not get patch. and NS server for patching you should give 2 priority in to NS server.

Sorry to response late.
1) Can you please share the setting from where I can created unconstrained package server to unconstrained and vise -versa.
2) I have all uncontained package server in my environment and if my one uncontained server got down in particular locations then my entire client of the same locations communicating to my other Uncontained package server(Through WAN).which is creating unnecessary bandwidth utilizations.is there any setting to avoid this?
