Multiples reasons explains why I want to shut it down. 

1- No Internet connection, 100% closed network.

2- I'm already upgrading it with .jdb files from usb stick.

3- It's fulling my logs with DNS error...

There is no "Disable" option.

What you could do is put in a fake proxy address. Just put in a non-routable IP address and it won't be able to get out.

Admin page >> Select your SEPM >> Edit the server properties >> Proxy Server tab

In your case, Disabling the Liveupdate from Symantec Endpoint Protection Manager could not be done.

However, I would suggest you to use different option like LUA to update the Symantec Endpoint Protection Manager via Internet. 

The reason, I am suggesting this as .jdb file includes only AV/AS definitions.

For updating PTP and IPS signatures, you would need Internet only.

This could be achieved by using LUA on a different machine.

Thanks for your comments I will try to see if the manager stop trying to update itself at every second since I want to remove unwanted traffic on the network. I will check if using LUA on another computer is possible but I don't think so as I said this network is completly sealed the only reason AV is installed on computer is to avoid gettin those USB stick virus.
