Disabling PGP Email not working in Symantec Encryption Desktop 10.3.2MP13?

Symantec Encryption Desktop 10.3.2MP13 on Windows 7 64-bit.

"Secure Email" in the Messaging tab is disabled (attached image 1).

Every time I start an email client (ie. Thunderbird), I get a warning and have to choose between "Secure messages", "Allow unsecure messages", or "Prohibit messages" (attached image 2). If I enable "Secure Email" I get the same message which I can understand...

    - It seems some PGP email service is still running in the background, despite being disabled.
    - Is this a bug or is there a way to disable this warning and the background services?

I didn't have this problme with PGP Desktop 10.0.3 which was running on this machine for a few years. I just upgraded to 10.3.2MP13.

My license includes PGP Messenging, PGP Zip, PGP Virtual Disk and PGP Drive Encryption. I don't know how else I could disable Email Encryption, as I actually don't need it at the moment.

You can install it without the LSP component.
