Could you let us know what version of SEP 12.1 are you carrying?
What error Message do you receive when the download from server to client does not happen?
Question arises, why would Product Team advice to remove Symantec? Why would Product Team compromise on Security?
In case, Symantec is Blocking the file to copy or download, then you may find the enteries in the SEP logs.
Could you open the SEP client on the machine and check Risk Logs, Threat Logs, Packet Logs and Security Logs and let us know what you see?
