  • set remote control permission to individual users
  • require/not requere permission from end users to start remote session
  • bandwidth control to minimize network consumption
  • remote control logging of users connection/session
  • lock remote computer keyboard and mouse

Yes

Yes, remote control permissions can be set for individual users.  It can require permission from the end-user.  You can modify settings to determine how much bandwidth can be used.  Remote control logging occurs.  The remote keyboard/mouse can be locked.  Chat exists, but I'm not sure what features you're wondering about in terms of guidance.  The remote user can end the remote session at any time.
