This issue has been solved. See solution.

I'm pretty sure it does, but I couldn't found any document entry about it.

I'm concern about Exchange servers, I know there are built-in exceptions to avoid SEP11 realtime scanning it's database, but what about user-created scans ? or scheduled scans ?

Will it avoid scanning centralized exceptions ?

For all scanning scanning

For all scanning scanning exclusions are same
You can also  the administration guide page no 389
From administration guide
Configuring the options that apply to antivirus and
antispyware scans
Some scanning options are common to all antivirus and antispyware scans.
Antivirus and antispyware scans include both Auto-Protect and
administrator-defined scans.
The policy includes the following options:
■ Configure scans of selected file extensions or folders
■ Configure centralized exceptions for security risks
■ Configure actions for known virus and security risk detections

Yes

When you create a Centralized Exceptions Policy, the exceptions apply to all scans of that type on the client computer that uses the policy. You can include all of the exceptions in the same policy
.
Excluded folders are excluded from Autoprotect Scans too.. In simple symantec not gonna do anything you have excluded.
