Does upgrading MR3 to MR4 require a restart?

Just curious as this will affect my implementation strategy. The Windows application event log says:
The Windows Installer initiated a system restart to complete or continue the configuration of 'Symantec Endpoint Protection'.
However, the SEPM console does not report the upgraded clients needing a restart. Which one is correct?

We get the same message after the upgrade to MR4 but the system never actually restarts/reboots. We get it both when we do the Auto-Upgrade via the install packages attached to the groups on the console and doing a manual upgrade via an exported setup.exe.
I think it has something to do with the network threat protection since it needs a reboot to reset the NIC upon the upgrade. But it seems to run fine with or without it for now.
