Domino backups fail

The job failed with the following error: No data stores can be initialized. The software is most likely installed incorrectly.
Backup Exec 11d
Domino 7.0.3 Partitioned (3 servers), Windows 2003 R2 using remote agent (ie not media server)
Registry keys are all fine, databases selectable in backup without any problems
All relevant files skipped (as they should be) during the file system backup.
I've run out of things to try....any ideas out there would be very welcome!

I fought with support for 10 months on this error message. In my case it thought the server was partitioned but it wasn't. There was no amount of reinstalling the agent or the domino server that would fix it. We finally had to wipe the server and install the OS from scratch.
Support gave up on it and issued me a license for the open file agent. I never used it though.
At least it is cake to replace Domino servers.
