I'm trying to create a boot disk via the BootWiz that will allow me to force the pc to be seen as a new pc.

With 6.8 DS and Winpe 1.6. we used the -forcenew switch to allow this. 

Ho wcan I make this switch work when using 6.9 DS and Winpe 2.1?

the forcenew switch is not supported in WinPE 2.1  What you could do is combine two features to mirrow the forcenew functionality. Create Virtual Computers and with PXE unknown computers should do the trick. Ok maybe you need to delete the computer from the console.
