Hello,
No effect on policies which you have created on SEPM.
However, when you are upgrading to the Latest version, there may be few additional features which would be added to the features / policies.
For example: SEP 12.1 RU2 has Explicit GUP policies in Liveupdate.
I would suggest you to make sure you are aware of these updates and then also make sure you Test it on a Test machine before putting on Production.

Policies should not be impacted by the upgrade. After the upgrade the new manager will take them over and apply the same way as before the upgrade

Policies will only be impacted if going from SEPM 11 to SEPM 12 as there are new items and subsections in the policies. So if everything is locked down for the users you will need to review the policies to lock down the extra elements of SEPM 12.

There won't be any effect on policies while doing an upgrade but new features will be added if any.
It's always recommended to take a backup before doing an upgrade.

Well...the policies rmain the same..but if you have any ADC policy of blocking Registry writes , specially the policy to protect SEP services..i would suggest to remove that till upgrade is in progress..
