Enable option to stop service or "Disable SEP" option for Servers

This issue has been solved. See solution.

I was able to use the Client Side Clone Prep Tool to stop the service but I'd like to know how to enable this option in the SEPM for Servers. Whenever I export a package with "Basic Protection for Servers" no matter how "open" I make the policy (all options unlocked, relevant settings unchecked -- such as Tamper Protection on starting/stopping SEP) I still can't enable the "Disable SEP" option from the context menu from the client icon nor can I start/stop services manually from Services.msc. I believe the inability to start/stop from Services.msc is by design for 12.1 but the script would be starting/stopping via command line anyway.

Does anyone know a fix to enable the Disable SEP option for Servers? This is a cinch to do for our Desktop clients (not that we give them that option) but I can't see to get it open for servers.

This is available only if the NTP component is installed. Do you only have AV installed on your servers?

You would need to uncheck the lock icon in the AV policy under Auto-Protect to disable AP but not sure if this is what you want.

NTP is not installed as I don't want it running on servers. Can I have the component installed but it not actually "active"?

Yes, you can install it just make sure you withdraw the firewall and IPS policy. This will allow NTP component to be installed but not actually active.
