Hi,
it's not a issue.
by default SEP 12.x Tamper Protection are on .
If you don't want kindly change setting.
Please do the following:
If this is enabled, the option to stop the Symantec Management Client service (smcservice) from service control manager will be unavailable. If it is disabled, stopping smc from the service control manager is allowed.
Thanks In Advance

its Unmanaged Client not Manage Client.
So no policy is applied on that.
Symantec Endpoint Protection Enterprise Edition 12.1 client services are grayed out in services.msc
Problem
Symantec Endpoint Protection (SEP) 12.1 client has been installed on client machines. The following services are grayed out in services.msc:
- Symantec Management Client
- Symantec Endpoint Protection
The same behavior can be observed when logged on with an Administrator account.
Environment
Symantec Endpoint Protection 12.1
Supported Windows Operating System
Solution
This is by design, SEP services controls have been modified for security reasons.

Stop Symantec Client
You can stop it from Run prompt
start
run
type smc -stop
You will be able to do that. Its added as security feature...:)
Thanks In Advance
