Yes thats because of proxy configuration.

Follow the Steps provided below:
1) Remove the Proxy settings from SEPM :
- Login to SEPM
- Click on Admin TAB
- Click on Servers
- Right click Server
- Edit Server Properties and click on Proxy server TAB
2) Restart the SEPM Services from services.msc
3) Login again to the SEPM
4) Restore the Proxy Settings .
