What do you mean "Syemantec Endpoint Home Use Program" ?
Have you got a CD from the market?
When you say, "As soon as I try to open it Ill get a pop up asking to allow the program to make changes." - does this issue occur after the CD has been insterted and you try to run the setup?
If yes, In your case, it seems the SEP has not been installed and it would not get installed as your machine is running the latest OS.
Secondly, you are trying to run a older software which unfortunately, does not support this OS.
In your case, you could contact Customer / Technical Support, which may assist you to download the latest version of Symantec Enpoint Protection 12.1.6 MP2 which supports your machine OS.
