Hi

 SMC services get stop & while starting the services we get below error

Failed to start the Symantec Management Client service. Error code returned: 0x80070422

repair the SEP client or run the cleanwipe and install SEP client.

Hello,

Try these Steps:
 
Open the machine's registry ( take the back up of the registry )
 
 Navigate to  and delete it:
            [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options\SMC.exe] "DEBUGGER"="SDF"
 
Start the smc service from services.msc
 
Restart the SEP service
