    Cleanup the registry using a registry cleaner or Cleanwipe if you have it (You can get this from Symantec by calling support)

    Try using the MSI.

    If it is not an option:

    Make sure you're using the proper credentials (i.e. administrator id).

    If it still fails:

    https://www-secure.symantec.com/connect/articles/understanding-error-1603-fatal-error-during-installation

    And if that still fails:

    Look for malwares.

    Do you see this error message when you look for return value 3?

    Symantec Endpoint Protection (SEP) 11 client installation fails with the message "Pending system changes that require a reboot have been detected"

    Hello,

    What OS are you installing SEP on?

    In your case, the Best practice is upload the SEP_INST.LOG

    Once, we have the logs, we could provide you the Exact cause of your issue

    However, as of now, the most we could understand is that you are receiving a Generic Error of 1603.

    I would recommend these steps as under :

    1) Reinstall Windows Script Environment

    Windows 2000

    Windows Script 5.6 for Windows XP and Windows 2000
    http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=c717d943-7e4b-4622-86eb-95a22b832caa

    NOTE: These links are provided for your convenience only.

    2) Uninstall and Delete LiveUpdate

    • Uninstall LiveUpdate via Add or Remove Programs
    • Delete the following folders:

    \Documents and Settings\All Users\Application Data\Symantec\LiveUpdate

    \Program Files\Symantec\LiveUpdate

    • Install the Symantec Endpoint Protection

    3) Uninstall SPBBCDrv

    1. Open Device Manager

    2. Click View. Select show hidden devices, then click Non-Plug and Play Drivers.

    3. Is there a SPBBCDrv line item? If so, right click on it and select Uninstall
    4. Reboot the machine, then try to install the SEP client.

    Hope this Helps!!!

    In the registry,

    Find

    HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders\AppData
    value=%APPDATA%

    and change it to

    HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders\AppData
    value=%USERPROFILE%\AppData\Roaming

    Install SEP client again.

    or

    install Liveupdate first and then isntall SEP

    you can find the lu 3.3 in

    ftp://ftp.symantec.com/public/english_us_canada/liveupdate/3.3.0/

    I've already tried all of the following with no success:

    - Liveupdate does not appear in add/remove programs

    - There is no SPBBCDrv in the device manager

    - cleanwipe

    - by hand uninstall and registry cleanup

    - HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders\AppData
    value=%USERPROFILE%\AppData\Roaming  change

    - Installing Liveupdate first

    The problem was that the Widows Event Log service was not running.  It was set to start automatically but it was not starting.  Once I got it going the install completed sucessfully.
