What OS are you installing SEP on?
In your case, the Best practice is upload the SEP_INST.LOG
Once, we have the logs, we could provide you the Exact cause of your issue
However, as of now, the most we could understand is that you are receiving a Generic Error of 1603.
I would recommend these steps as under :
1) Reinstall Windows Script Environment
Windows 2000
Windows Script 5.6 for Windows XP and Windows 2000

2) Uninstall and Delete LiveUpdate
- Uninstall LiveUpdate via Add or Remove Programs
- Delete the following folders:
\Documents and Settings\All Users\Application Data\Symantec\LiveUpdate
\Program Files\Symantec\LiveUpdate
- Install the Symantec Endpoint Protection
3) Uninstall SPBBCDrv
1. Open Device Manager
2. Click View. Select show hidden devices, then click Non-Plug and Play Drivers.
3. Is there a SPBBCDrv line item? If so, right click on it and select Uninstall
4. Reboot the machine, then try to install the SEP client.
