What's the exact version? Latest is, are you on this?

Have you tried running a repair? How long has this been happening?

Version 12.1.4100.4126.

Repaired and reinstalled doesnt help in this case.  Only Windows XP pc's are affected.

did you try with any lower version of SEP ? if its version specific then you need to open up a case with symantec. I would still run the cleanwipe  ( CD2\tools )  and try a fresh install of SEP client..

Agree with Rafeeq. There may be some problem in installation you can run the cleanwipe tool and after that install the same version if still issue be persist then any old client package to check the problem result.

Is there any other anti virus installed on the same machine?

As per screenshot it seems SEP clients definitions are not updated. Try to run intelligent updater to update the definitions manually.

Cleanwipe can be used as a last resort.
