Make sure you have enough free disk space in Root Drive ( C:\ ) more than 1 GB.

restart SEPM and Database service, and IIS Admin service and then login to SEPM the error should go away.

You can upload here logs from C:\Symantec\Symantec Endpoint Protection Manager\tomcat\logs:

    scm-server-0.log

    catalina.out

    There will be more information.

    Hello,

Is the "Symantec Endpoint Protection Manager" service started?

    Follow the Steps:

    1) Start > RUN> type "services.msc"

    2) Scroll down to "Symantec Endpoint Protection Manager" service

    3) Right click on the same and Click on "Start", if it already started, click on "Restart"

You can also try to run a repair on SEPM or reboot the machine and then try to login.

    Hello,

Symantec Endpoint Protection Manager and Windows XP and "Failed to Connect to Server"

    After Looking at the Scm-server-0.log, we found;

2011-03-28 03:40:15.171 SEVERE: AgentOnlineStatusTask connect to secars failed: Access Forbidden
    2011-03-28 03:40:24.546 SEVERE: Unknown Exception in: com.sygate.scm.server.task.ClientTransportInfoTask

    java.lang.Exception: HTTP 403 Access Forbidden, URL: http://localhost:8014/secars/secars.dll?action=36
        at com.sygate.scm.common.communicate.Communicator.sendRequest(Communicator.java:303)
        at com.sygate.scm.server.task.ClientTransportInfoTask.run(ClientTransportInfoTask.java:116)
        at java.util.TimerThread.mainLoop(Timer.java:512)
        at java.util.TimerThread.run(Timer.java:462)
com.sygate.scm.common.communicate.CommunicationException: Unexpected server error. ErrorCode: 0x10010000
        at com.sygate.scm.common.communicate.Communicator.sendRequest(Communicator.java:324)

I would suggest to follow the Symantec Knowledgebase article provided below:

Symantec Endpoint Protection communication issues due to Error HTTP 403.9 - Access Forbidden: Too many users are connected

    http://www.symantec.com/business/support/index?page=content&id=TECH104358&actp=search&viewlocale=en_US&searchid=1301305382111

    Hope that would help you.
