Yes I understand the solution has been documented properly at TECH153712. However, the error is on the SEPM server, and I'm not sure if any impact to the SEPM itself after edited the registries in the instruction. Currently EndPoint client is not installed on this server.

I don't think it would have an impact on SEPM.
But to be on a safer side, please take a backup of the registry before making any changes to it.
Ok I have just deleted those registries. After reboot, smc.exe (Symantec Management Client) failed to start in Services. Is it part of client install? If there's no client, I guess I can just disable it.
Also, do I need to install the client on SEPM server?

SMC.exe failed to start on SEPM server after modifying the registry key and reboot. Since I don't have EndPoint Protection client installed on SEPM server itself, can I safely disable "Symantec Management Client"? Or do I need it to run on server in order for SEPM to communicate with all clients?
What's the best practice to protect SEPM itself? client install?

Symantec Management Client is the service used by the client to talk to the SEPM.
If SEP client is not running on the server, you can disable Symantec Management Client service
For the protection of SEPM, Please install SEP client on the SEPM too.
It is good idea to install SEP client on the SEPM as the SEPM is just a mangemnt console it doesn't provide any virus protection
