Pls Follows Below Step to resolve WinInet error -9 

Need to changes in Internet Explorer

Step 1 : Open IE and click on tools - Intenet Options 

Step 2 : Click on Connection Tab 

Step 3 : Remove all the Dial-up and Virtual private network settings

Step 4: save and Restart the System

100% soln for the given error

Hello Everyone,

This error may come even though Dial-up and Virtual private network settings are not configured.

In this case need to run Symhelp tool to find possible root cause of an issue.
