ESM 6.5 Cannot peform Remote Installations or upgrades

Have anyone been able to do a remote installation with this product from a Win2003 server
I have checked everything from ensure that the port 5599 is open, not being filtered as well as local security policy on the intended target according to the documentation.
I believe the problem lies in the "error opening connecting to the remote installation server..." can anyone please assist with some suggestions to test this part. Both the console and the manager reside on the same machine.
The error message I keep getting is as follows.
Error opening connection to remote installation server
Error contacting agent <IP>
Error opening connection on port 5599
Server is not running on <IP>
Any help will be greatly appreciated. Thanks.
