ESM Default Policies missing along with associated templates

I'm working on an ESM 6.5.3 SP2 manager installed on Windows 2003 Server and apparently when it was first set up, the owner either didn't install the seven default policies or deleted them after installation along with all of the associated templates. Now we want to use some of the templates and leverage some of the default policies.
How do I get them back?

Force Registration to Restore Default Policies

The ESM agent's force register command can be used to put the default policies back. The command on a Windows 2003 Server would be:
E:\Program Files\Symantec\ESM\bin\w3s-ix86>register -afv -m <Manager name> -U <user> -P <Password>
Alternatively I would recommend using an industry standard or regulatory policy. They are available on the ESM Security Updates page at:
http://www.symantec.com/business/security_response/securityupdates/list.jsp?fid=esm

Register at least one agent to the manager

The reason behind not having default policies and associated templates can be that after installing the manager, not a single agent was registered to it.
You have to have at least one agent registered to have the default policies and templates associated with it.
Register any agent to this manager and let us know if the problem still persist.

We are going to try to force register an agent as Kevin suggested - there are other agents registered to the manager, but hopefully forcing a registration will resolve the issue.
We will also look at downloading some of the industry/regulatory standards to use in the the environment.
