Backups are successful as long as the "Enable restore of individual mail messages and folders from Information Store backups" option is not checked.
If that option is selected, error "0xe0008488 - Access is denied" shows, and it skips the entire information store. As long as that option is not selected the backup of Exchange goes through and runs successfully, clearing transaction logs and everything.
KB 286144 indicates that this is caused by mail-enabled disabled user accounts. There are no disabled user accounts in AD, and there are no disconnected mailboxes waiting to be purged in Exchange.
With logging at the maximum setting, the only errors in the logs are "Access denied to directory ." and "Access is denied to Remote Agent. Check the login account for the specified device."
I have tried this with the Local System Account and with a Backup Exec user account that has full Exchange permissions; same results for both.
I have tried doing the brick-level backup with only the mailbox store selected (not PF store) and got the same results. Same for the opposite with the PF store selected (but not the mailbox store).
As mentioned, backups without the brick-level enabled work just fine.
Does anyone have any ideas?

Make sure the service account is not hidden from the GAL.
Uncheck Hide from Exchange address lists from within the account properties.

1. Can you take successful backup of Information Store?
2. Ensure that the logon account used to connect to the Exchange mailboxes has Exchange Full Admin rights.
Set the default account in Backup Exec under Network | Logon Accounts to the account that has full rights to Exchange.
3. Ensure the mailbox is not hidden - The mailbox must be seen in the GAL (Global Address List). This can be tested by composing a new mail message in outlook and clicking the 'To:' field. Should you not see the display name in this list it is hidden.
4. The Backup Exec service account must have its own mailbox that has been tested with Outlook prior to configuring mailbox backups. If the mailbox has not had mail traffic, it can be flagged as "Inactive" by Exchange. This can be corrected by simply sending this account mail.
5. When configuring mailbox backups, always log on as the Backup Exec service account.
6. The Backup Exec service account's mailbox must be unique to the organization. No other mailbox can share the first 5 characters in common with this mailbox in the entire organization. This can be tested by composing a new mail message and then in 'To:' field type the first 5 characters of the mailbox display name, then press , this should resolve the name, if a menu pops up, then there are multiple accounts which share these first 5 characters. The matching names should be changed or the BESA mailbox name should be changed to something unique.
6. Stop and re-start the Backup Exec services after making any of the above changes. Let us know the results of the steps performed. If the issue persists, then create a new account. Give this account Domain Admin and Exchange Full Administrator rights.
In order to back up and restore individual Exchange mailboxes and public folders, use System Manager utility to grant the Exchange Administrator role to the user account at the Administrative Group level (for all Administrative Groups if there is more than one).
At Backup Exec GUI, go to Network | Logon Accounts and add the new account. Use this account to connect to the Exchange mailboxes.

1. All backups of the information store are successful as long as the brick-level choice is not selected.
2. The service account has 'Exchange Full Administrator' at the organization level in Exchange. These permissions are not blocked at any point further down either.
3. The mailbox is not hidden.
4. The mailbox is initialized.
5. I have tried using both the BackupExec account (created fresh) and the Local System Account. Both methods fail.
6. No other mailboxes have the same initial characters in their names.
Any other ideas?
