I have lost my contacts on the Outlook server, but they are still on my Android phone. Is there a way I can recover/backup/export them from Touchdown?
I think you can copy all touchdown contacts to phone. When done, copy to google. From google, you can download all contacts as a file on a desktop, and then you can put them on Outlook.

That's probably the best bet. Touchdown syncs contacts from Exchange, not the other way around, unless you're creating the contact in Touchdown.
