Hello,
1) Can we get all of our managed servers reporting back to one central server -
SPC v.12 does not Support Replication. So, ofcourse, Installing SPC on number of server machines and getting them REplicated to the Central Site SPC is not Possible.
The only thing with SEP SBE v.12, you could do is to Install SEP v. 12 client as Managed on those machines and they can report to the SPC on the Central Site.
2) Can the SQLite DB be interrogated?
SQLLite is not Supported. Check the System requirements for Symantec Endpoint Protection Small Business Edition 12.0.1 (RU1)
http://www.symantec.com/docs/TECH98142
3) I usually use VBS to poll items on a server. Are there any pre written scripts that I may find useful?
Nopes. We Do not Support Scripts.
Are you sure you are using the SEP SBE v.12.0.1?
All your Requirements could be fulfilled with SEP v.11
If incase, you get the SEP v.11, the Questions could be well answered;

2) Can the SQLite DB be interrogated?
SQLLite is not Supported. However, The Symantec Endpoint Protection Manager includes an embedded database.
You may also choose to use one of the following versions of Microsoft SQL Server:
Microsoft SQL Server 2000 with Service Pack 4 or later
Microsoft SQL Server 2005 with Service Pack 2
Microsoft SQL Server 2008 (all Service Packs)
Note: Microsoft SQL Server is optional. If you choose to use a Microsoft SQL Server you should install the Microsoft SQL Client Component on the Symantec Endpoint Protection Manager Server.
