Failed to Connect to Server Event ID:4098

Issue:Failed to Connect to Server
SEPM Version:MR4MP2
OS:Windows Server 2003 32 bit
Scm server:Unknown Exception
Database:Embedded
Event Viewer Error:Event ID:4098

Steps Tried:
Unable to Start the SEPM Service
Configured the ODBC
Followed this Link
http://service1.symantec.com/support/ent-security.nsf/docid/2010021103481448?Open&seg=ent

Then Followed Few online Documents for Event ID:4096 and provided the permission for En
Ran Management Server Configuration Wizard and then did the repair
Restarted the Server,still didn't work
Ran Symantec End Point Protection Support Tool
It says Tomcat port is not listening in 8005,remote console port is not listening in 9090
Followed this Document http://service1.symantec.com/SUPPORT/ent-security.nsf/docid/2007100309555748?Open&seg=ent
Secars Failed:HTTP 503
I changed the Port 8005 to 8006,9090 to 9091
Ran repair and ran management Server Configuration Wizard
Still same issue,same error 4098,restarted the server still not working
Please help

Look into IIS and scm-server logs it should give more info about failure.
Is this server patched or atleast SP1 ?

Looking into the logs will lead us into right direction rather than shooting into air.
