Check out the IDEAS tab

That is what the IDEAS tab in Connect is for.

Then other users can vote on your suggestions.

If your issue has been solved, please use the "Mark as Solution" link on the most relevant thread.

That's what I thought..

..but then how do items appear at kb.altiris.com (even for new solutions, like 7.x solutions) as Feature Requests?

RPS

I think those items are submitted to the KB via an enterprise "RPS" (Remote Product Specialist, Assigned Engineer in Altiris terms) or possibly via the general support helpdesk.

Developers monitor both places

You can submit and Idea and/or subscribe to KB articles - either option is a good way to submit a feature request. No only can other users vote on your Idea submission they can add comments about your Idea as well. By subscribing to a KB you show interest in that topic and a feature can be generated from there. But I'm also partial to the Ideas tab... ;)
