This issue has been solved. See solution.

from client : ERR - fprintf() to /usr/openv/netbackup/hardlink_info/root/hardlinks_1347808465 failed. 

Give me a solution

Please always give all relevant info:

Type of backup
Client OS 
NBU version (and patch level) on client

I agree with revaroo - why is that directory in netbackup folder?
I have never seen this on any NBU client or server.

Please create bpbkar log folder in /usr/openv/netbackup/logs to see what is happening on the client.

Yuvi, if the link takes you to the Support landing page, just try again. 
This is a 'known issue' with Symantec TechNotes. (I also had to try twice.)

Finally got the technote with the below link

and excluded the directory in the client and the backup is running fine.

excluded follows with policy name makes backup success.
