If you want to remotely force workstation NSAgent to update its configuration, is it valid method to simply restart Altiris Agent NT service from ex. Services MMC?

Sure, but you can also, if you have multicast enabled and have the option checked in the Altiris Agent config for power management, use the 'tickle' method. This is simply done by right clicking on a resource record.

Alternatively, the Task Management portion of NS has agent services management tasks built in.
