full backup failure, partial backup successful

we are running server 2003 standard edition, every friday we run full backup and the other days a partial backup, every full backup has failed. we use symantec backup exec, in the error logs, we get this message
V-79-57344-65233 - Snapshot Technology: Initialization failure on: "\\serverone.dynamichospitality.com\System?State". Snapshot technology used: Microsoft Volume Shadow Copy Service (VSS). Snapshot technology error (0xE000FED1): A failure occurred querying the Writer status. Check the Windows Event Viewer for details. Writer Name: Active Directory, Writer ID: {B2014C9E-8711-4C5C-A5A9-3CF384484757}, Last error: The VSS Writer timed out (0x800423f2), State: Failed during thaw operation (10). Writer Name: Windows Internet Name Service, Writer ID: {F08C1483-8407-4A26-8C26-6C267A629741}, Last error: The VSS Writer timed out (0x800423f2), State: Failed during thaw operation (10).
I've used the vssadmin list writers command to check both writers, they are working without errors, but I havent been able to check after a full backup. Does anybody have a solution or should i wait and check writers after a full backup?

Yes, check the status of VSS writers immediately after the failure of backup.

I would check the Microsoft patch levels for VSS as there was a rollup pack available which created many fixes for VSS in Windows 2003.
I have experienced many issues with VSS on Win2k3 similar to the above and applying KB940349 resolved most of them
