I just downloaded a trial version of GSS and installed it on an empty XP VM (I don't have a VM for Server 2008). Then I ran Ghost Console just to make sure the program started OK.
When I checked for the existence of the C:\Program Files\Common Files\Symantec Shared\Licenses folder, it was there exactly as described by Harshu.
The only thing I can think for you to check is the environment variable "CommonProgramFiles". This is normally set to c:\program files\common files (I checked on both Win 7 and XP), and from a quick examination of the MSI which installs GSS, this is used as a reference folder for creating the Symantec Shared folder. So if your Windows 2008 system has this environment variable pointing somewhere else, then look in that location for another instance of the Symantec Shared folder and see if the License folder is under that location.
The license folder created on my VM does not have any attributes set, so it is not hidden or a system folder and should be therefore capable of being found by using a search in Explorer.
Finally, have a browse through the registry keys under:
HKEY_LOCAL_MACHINE\SOFTWARE\Symantec\Symantec Ghost
There is a record of the number of licenses installed and perhaps you may get other useful information from one of the keys.
