Global setting for Submission in Client Management Settings

In 'Client Management Settings', I need to uncheck 'Let this computer automatically forward selected anonymous security information to Symantec' in Submission tab. Is there a way I can set this globally applying toall managed clients instead of doing on each one? thanks.

In the deployed client's GUI
In the deployed client's GUI > Change Settings > Client Management, Configure Settings > Submissions: you expect to see the box unchecked (disabled) for "Let this computer automatically forward selected anonymous security information to Symantec". But, this setting is still enabled.

I did exactly the steps
I did exactly the steps outlined and it did not work! after I deployed the package, check the client setting, the submission is checked anyway!
