Group Policy processing order

Question about policy processing order with SMS 5.0.1
 
I configure a policy that applies to a small group of users and configure that policy for a specific compliance filtering action (allowing a particular type of attachment that is currently getting filtered as suspected virus) and place that policy at the top of the list
 
In this policy I only enabled the specific compliance action I wanted for this group of users; IOW, I unchecked the selections under Spam and Virus so only the Compliance piece is enabled
 
Does the policy engine stop looking for a match when it finds a policy that is enabled for specific users? IOW, are the other policies I have in place like the Default policy that is the main Spam and Virus filters get ignored if the compliance policy finds a match?
 
I'm concerned that these 8 users will get flooded with Spam etc b/c the small compliance only policy sits @ the top of the list.
 
EDIT: Does it make sense that this policy sit at the bottom of the list so the Default can action the SPAM and Virus while this one actions the compliance?
 
Any insight is appreciated.
