Has anyone else struggled with the whitelist???

I have Symantec Mail Security version 5 - I have found through support that the whitelist is only good for the RBL and heuristic filters, not the subfilter policies and the only way to make this work is to create a "virtual whitelist" - which wouldn't be so bad if you didn't have to add every domain that sends spam!!!
This is an IMPOSSIBLE task - there are too many spammers out there to try and list every domain that sends spam! What about yahoo.com or hotmail.com?? We have spam and legitimate emails from these domains - Symantec's workaround just won't work!
I have tried creating a subpolicy with the "safe" emails and to "log only" the violation, which works but then the email is caught by the next filtering policy.
Isn't there any way to just log the violation and bypass the rest of the subpolicies?? I pushed my company to go with Symantec, now I'm beginning to regret it - WAY too much maintenance and work to keep safe emails from being caught up in the filters.
