This problem concerns Windows Server 2008 and Windows 7, both OSes are x64 versions and the client version is 10.2.3.

When I push the install from the System Center, they seem to install fine.  The issue seems to be that it is only installing an unmanaged client.  I've opened the client on all of the affected machines and the situation stands.  I've been searching for an answer, but it seems to be eluding me.  If I could get any help on this, it would be most appreciated.

    See this KB,
Managing 64-bit clients with Symantec System Center

Note that Win7 is not supported at this time.

    Cheers,

you can also try to replace grc.dat and root certificate

Below link says about the location to place GRC.dat in Vista, in general it is similar to win 2008
