Endpoint Encryption

I have a need to encrypt some data sets that need to be transferred to a third party on removable media. 

The data has to be encrypted using PGP with a minimum pass phrase of 14 characters. The pass phrase must also be encrypted prior to emailing the pass phrase onto the third party.

What product will complete both tasks?

you can either use PGP Desktop with the feature PGP ZIP.

Or if you want the encrypted data to be readable yb any computer without any addition sofwtare installation you should be looking at PGP Portable.
