Hierarchy Data Service - Menu Item Missing

I'm very new to Service Desk so this is probably a simple thing, but I'm trying to update and possibly remove a category from the list of available categories. In our production environment, in the admin portal, I goto Admin \ data \ hierarchy data services and I can see all the categories and can update / remove them. In our test environment, I don't have the option to go to Admin \ data \ hierarchy data services. The only option is Admin \ data \ User Relationship type.

What do I need to do to get this option in my test environment? As far as I can tell, my permissions in the test environment are the same as production. Any ideas or pointers are welcome! Thanks!

Go to Page List (should appear in the header under Site Actions). Browse to Hierarchy Data Services and verify "Include in menu" is checked.

If that's checked, it might be a permissions issue.

I found the right place, but the entry isn't in that menu either. It must be a permissions issue since I can't see it at all anywhere. I'll see if I can figure out what needs to be changed.
