As already suggested above, have you tried the latest version?
SEP 12.1 RU2 MP1 has a known issue with the firewall component, TEEFER. You can try one thing quickly: uninstall the firewall and see if the problem goes away. If it does, your best bet is to move to 12.1 RU3, which fixes that issue.
SEP 12.1.2 are first version are supported Windows 8

Try removing one component a time to find out the one causing the issue.
Latest Symantec release is 12.1.3 (not RU2). I'd stay clear of RU2 MP1 though due to the firewall issues.
